REGISTERED COMMUNITY ORGANIZATION (RCO)

The Belmont Alliance Civic Association-CDC (BACA-CDC) formed a Registered Community Organization (RCO) Committee in March of year 2012 by the Rules of the City of Philadelphia Planning Commission and rectified by the City of Philadelphia Council Members to address land use, zoning variance, and community design review. The Belmont Alliance Civic Association (B.A.C.A.)-CDC’s RCO Committee has membership opened to B.A.C.A.,CDC Board of Directors, Block Captains, area Residents and Ward / Division Supervisors (Committee People), Business owners, Stakeholders and all of those who have interest in the matters presented within our focus area.


Our Mission Statement


Is to be the conduit for zoning variance meetings requested by developers to be heard by residents, property owners, stakeholders, retail owners or operators and tenants; regarding development AND to ensure that the Historical District of Belmont remains a Beautiful, Clean and Safe Environment for all of its residents. 



Engagement & Purpose


Our focus group sessions, meetings or civic design review attendees have been engaged to make some of the tough development decisions we are faced with concerning the Belmont District of West Philadelphia. The BACA RCO Committee has managed to maintain transparency, trust and consideration between the residents and the developers.


Our Purpose as a Registered Community Organization (RCO) is Land-use, Zoning Codes, Development, Revitalization, and Housing Preservation within the geographical area known as the “Belmont” District yet also known as Census Tracts #106 and #107 in the City and County of Philadelphia.
